Residents call for immediate ban on freedom camping at North Beach car park

More than 800 residents have signed a petition urging Christchurch City Council to impose an immediate ban on freedom camping at the North Beach foreshore car park.

The petition, calls for a temporary ban while work is undertaken to amend the bylaw and enforce a permanent restriction.

Residents say freedom campers are monopolising the car park and disrupting daily access for key community groups, emergency services, and locals who regularly use the area for recreation and events. The space, they argue, was never designed to operate as a campsite.

The North Beach foreshore car park services several community groups and facilities, including the North New Brighton War Memorial Hall, which is regularly hired for events and gatherings.

North Beach Residents Association Chairperson Kim Money told council at a meeting today that some users of the hall, particularly those with limited mobility, are struggling to access the venue due to overcrowding caused by freedom campers.

The North Beach Surf Life Saving Club, which manages the beach’s accessibility mat and wheelchairs, says designated accessibility parks are frequently taken up by campers. Club members have raised concerns about emergency vehicles being blocked from reaching the beach in a timely manner.

Residents have also pointed to ongoing problems with hygiene and misuse of public facilities. Toilets and outdoor showers are reportedly being used for dishwashing, shaving, and laundry, creating health and safety risks. The drinking fountain is allegedly being used to clean utensils, and food scraps are being left behind. Local rubbish bins are often overflowing, and nearby residents say campers are placing waste in private bins.

According to the petition, large campervans are also occupying multiple spaces, making it difficult for others to access and navigate the area. The congestion is discouraging community groups from continuing their activities in the area, with some considering relocating entirely.

Jo Zervos, who helped submit the petition, said the issues have been raised with Council for years but continue to escalate. She said residents and users want to reclaim the car park for its intended purpose.

North Beach Residents Association Chairperson Kim Money said the situation is driving away long-standing users of the space and that community priorities need to be respected. She said the petition has received strong support because locals are frustrated and want action now.

The petition, which gained 851 signatures in just three weeks, was backed by community organisations including the North Beach Surf Life Saving Club, the North Wai Board Riders Club, and the Community Fridge & Pantry New Brighton.
