A consent application for a Halswell Pak’nSave has been submitted to the Christchurch City Council and has been made public.

The proposed Pak’nSave site would be located at 185 – 187 Halswell Road.

In the submission, Foodstuffs South Island said, “The site is located in the suburb of Halswell, which has experienced significant greenfield residential development over the last 10-15 years, largely in response to post-Canterbury Earthquake housing demand and population shift.”

Key elements of the proposal include a building footprint of approximately 6,344m² and a gross floor area of approximately 7,104m².

The building would have setbacks of approximately 4m from Halswell Road and 8.8m from Lisbon Road.

The floor plan would accommodate a food hall and checkouts, a Click & Collect facility, bulk storage and chillers/freezers, produce, bakery, deli and butchery preparation areas, and a mezzanine plant room, staff room, amenities and offices. Additionally, the site would feature a covered drive-through loading area, an emergency generator enclosure, a secure staff cycle shelter, and a valve room.

A total of 341 car parking spaces are proposed, comprising 324 standard spaces, eight mobility spaces, five Click & Collect spaces, and four short-term (5-minute parallel) spaces.

There would be 21 visitor cycle parking spaces between the Click & Collect facility and the main store entrance.

Nine staff cycle spaces would be provided in a secure shed on the northeast (Lisbon Road) façade.

The report said “The Proposal will result in a number of positive effects including reducing the need for residents to travel further distances to existing large discount supermarkets, reducing transport requirements and emissions, enabling additional development in the wider Halswell area, with the proposal acting as a key retail anchor for surrounding businesses.

It also pointed to additional expenditure, employment, and incomes associated with the construction period and ongoing operations.
