Search begins for new council boss in Christchurch

The Christchurch City Council has finally announced its search for a new Chief Executive.

It follows the resignation of Dawn Baxendale who quit the role in November.

The Ombudsman launched an investigation into her resignation after the council declined to disclose details about her unexpected departure and any potential payout she may have received.

In 2023, Baxendale’s salary was $548,548, more then New Zealand Prime Minister Christopher Luxon who was paid $471,000 excluding expenses.

In its job advertisement released on Tuesday, the Council detailed its expectations for the new Chief Executive, who will be tasked with leading a team of 3,000 employees.

The council’s HR department was not legally allowed to be involved in the recruitment process for the chief executive position, so external company Sheffield is being used.

The ideal candidate will be someone who not only has a clear vision but also possesses a deep passion for serving the community and driving economic growth in the region the ad said.

“A key part of the role will be to provide strong leadership, building trust within the organisation and enhancing its culture.”

One of the primary challenges awaiting the new leader will be the implementation of the Long Term Plan and ensuring that the budget is integrated.

“Effective management of the Council’s financial performance is crucial, as is the need to champion climate change initiatives both within the Council and throughout the community.”

Building and maintaining robust relationships with key stakeholders, including CCHL, the Crown, and mana whenua, will be essential.

The new Chief Executive will also oversee the successful delivery of major capital projects and navigate the evolving landscape of water service management in New Zealand.
